If passed, Propositions 2 & 4

As you may know we currently have a state-wide election going on. Below we have an explanation for two items you will have the opportunity to vote on: Proposition 2 and Proposition 4.

Proposition 2 Childcare Center Property Tax Exemption

  • Would allow counties and cities to lower property taxes on childcare centers that provide some subsidized childcare and abide by above minimum standards.Group of children raising hands
  • With the end of federal pandemic relief funding for childcare businesses many have been closing due to not being able to financially support themselves.
    If passed, this Proposition will reduce childcare centers’ burden of paying a large amount of property taxes allowing them to allocate their funds towards increasing staff wages, lowering tuition costs, or even opening more centers.

Proposition 4 would cut property taxes to homeowners:

  • A homestead exemption removes part of your home’s value from taxation. The homestead exemption for school districts currently knocks $40,000 off what your house is worth for tax purposes, if passed, the homestead exemption would increase from $40,000 to $100,000.
Houston has been nearing 60% of renter households, and Harris County is becoming a renter-majority way of living.
  • Over $7.1 billion will be sent to school districts to replace the lost property tax dollars. There are mixed opinions among education advocates as to whether this funding will be enough to prevent future funding losses.
  • It also includes a temporary limit for the next three years to ‘non-homesteads’ such as residential properties (rental homes and apartment buildings) that are appraised at less than $5 million.

If passed, this law will not benefit renters.
